The 3rd Camphor Economist Circle (CEC) International Workshop and The 7th "National International Economics Research Frontier Training" Lecture Were Held Successfully

On November 18, 2023, the 3rdCamphor Economist Circle (CEC) International Workshop and the 7th "National International Economics Research Frontier Training" Lecture were successfully held in Beijing Normal University. The event invited famous economists from all over the country to give lectures on the academic frontier and major practical issues in the fields of economic development, international trade and international finance. More than 120 experts, scholars, teachers and students from inside and outside BNU attended the meeting. The conference included three parts: opening speech, celebrity podium and sub-forum.

Experts attending the meeting included: Professor Guo Kesha, Director of the Center for Economic Policy Research, Chinese Academy of Social Sciences; Professor Lin Guijun, former Vice President of the University of International Business and Economics and Secretary-General of the National University International Trade Cooperation Group; Professor Gu Kejian, Distinguished Professor of "Outstanding Scholar" of Renmin University of China and Vice President of the National University Trade and Economics Teaching Research Association; Professor Zhang Liqing, former Dean of School of Finance, Central University of Finance and Economics, Vice President of China Society of World Economics; Professor Zhang Ming, Deputy Director of the Institute of Finance, Chinese Academy of Social Sciences and Deputy Director of the National Finance and Development Laboratory. Professor Qi Yudong, Dean of BNUBS, and Zheng Shilin, Researcher of Institute of Quantitative Economics and Technological Economics of Chinese Academy of Social Sciences and main initiator of Xiangzhang Economic Academic Platform, delivered speeches respectively. Professor Qi Yudong, Dean of BNUBS, said in his speech that reform and opening up is a key move that determines the fate of contemporary China, and it is also a key move that determines the realization of the "two centenary goals" and the great rejuvenation of the Chinese nation. At present, in the process of promoting high-level opening up, China's development has entered a period of coexistence of strategic opportunities and risks and challenges, and uncertainty and unpredictable factors are increasing, and various "black swan" and "gray rhino" incidents may occur at any time. The continuous promotion of high-level opening to the outside world has put forward new requirements and tasks for China's personnel training and academic research. It has become a major responsibility and obligation for universities to closely focus on the strategic deployment of the Party and the state, adhere to the fundamental task of cultivating virtues and cultivating people, build a high-level teaching staff, focus on cultivating international, high-quality and composite international economic and trade talents, and carry out in-depth research on major international economic issues.

The first keynote speaker is Professor Guo Kesha, Director of the Economic Policy Research Center of the Chinese Academy of Social Sciences. The topic of the speech is "On the Security and Stability of the Industrial Chain and Supply Chain". Professor Guo Kesha first interpreted the relevant policies and pointed out that the importance of the security and stability of the industrial chain and supply chain should be fully understood. Then, he analyzed the factors affecting the security and stability of China's industrial chain and supply chain from the perspective of basic support, core elements and important conditions. Finally, from the aspects of accelerating the solution of the "bottleneck" problem of key core technologies, accelerating the modernization of China's industrial chain and supply chain, continuously improving the stability and competitiveness of industrial chain and supply chain, strengthening the guiding role of industrial policy on industrial chain and supply chain, and actively deepening international cooperation on the security and stability of industrial chain and supply chain, he put forward the main ideas of accelerating the improvement of the security and stability level of China's industrial chain and supply chain.

The second keynote speaker was Professor Lin Guijun, former Vice President of the University of International Business and Economics and Secretary General of the National University International Trade Cooperation Group. His speech was titled "Changes in International Trade Pattern under the Background of Risk Superposition: Scenario-based Analysis".Professor Lin Guijun pointed out that after the financial crisis, international risk events superimposed, adding risk factors to the traditional trade model has important practical significance. Later, he analyzed the basic factors affecting the change of global trade pattern from the two aspects of geopolitical situation and economic globalization, and focused on the evolution of international trade pattern in the future, proposed four possible trade scenarios: decoupling, exclusion, governance deficit and new cooperation mode, and summarized the characteristics of risk superposition of international trade pattern under various scenarios. In order to cope with the changes in the new international trade pattern, Professor Lin Guijun believed that China should actively exert its diplomatic advantages, do a good job in international market segmentation, and strive to improve the level of innovative talent cultivation.

The third keynote speaker is Professor Gu Kejian, Distinguished Professor of "Outstanding Scholar" of Renmin University of China and Vice President of the National University Trade and Economics Teaching Research Association. The title of his speech is "A Tale of Two Cities in Economics: The Separation and Convergence of Average and Marginal Conditional Equilibrium". First, Professor Gu Kejian introduced the separation of marginal conditional equilibrium and average conditional equilibrium through a neoclassical case. Secondly, he introduced the model construction of marginal conditional equilibrium and average conditional equilibrium in two revolutions of monopoly competition, and focused on the application and expansion of Krugman model and Melitz model to the two equilibrium conditions. Finally, he explained the scientific significance of focusing on two major equilibrium conditions. Professor Gu Kejian suggested that young scholars pay more attention to theoretical models in future research, and guide empirical measurement by constructing theoretical models as perfect as possible.

The fourth keynote speaker was Professor Zhang Liqing, former Dean of the School of Finance, Central University of Finance and Economics and Vice president of China Society of World Economics, with the theme of "Some Thoughts on RMB Internationalization". Professor Zhang Liqing pointed out that currency internationalization mainly depends on three types of factors, such as economic scale, financial market liquidity and national credibility. Secondly, he pointed out that maintaining long-term stable economic growth, accelerating technological progress, deepening financial reform, and accelerating financial infrastructure construction are the main measures to promote the orderly internationalization of the RMB. Finally, Professor Zhang Liqing said that in the context of the current international situation, the status of the US dollar as a global trade and reserve currency still looks quite stable, and the de-dollarization and internationalization of the RMB need long-term efforts and persistence.

The fifth keynote speaker is Professor Zhang Ming, Deputy Director of the Institute of Finance and Finance of the Chinese Academy of Social Sciences and Deputy director of the National Finance and Development Laboratory. His speech was entitled "Structural Evolution of the Reform of the RMB Exchange Rate System". First of all, Professor Zhang Ming reviewed the three stages of the reform of the RMB exchange rate system since 1994. He pointed out that since 1994, the reform of the RMB exchange rate system has roughly experienced "three stages" every 10 years or so, and the themes are respectively the unification of the exchange rate, the expansion of volatility and the reform of the central parity. Subsequently, it is emphasized that adopting a gradual exchange rate reform strategy, avoiding sharp fluctuations in the RMB exchange rate in the short term, retaining appropriate capital account control, and providing a strong guarantee for the effectiveness of the exchange rate reform through domestic structural reform are important experiences for the reform of the RMB exchange rate system. Finally, from the three aspects of the ultimate goal of RMB exchange rate system reform, facing environment and transition policy choices, the prospect of RMB exchange rate system reform is discussed.

Sub-forum report

On the afternoon of November 18, 2023, 10 sub-forums were held on the fourth floor of Beijing Normal University. The topics of the sub-forums are "Pilot Free Trade Zones", "Value Chain and Industrial Chain", "International Investment", "International Finance", "Export Trade", "Import Trade and Economic Growth", "Digital Economy and Digital Transformation", "Digital Economy and Digital Trade", "English Article Session (1)" and "English Article Session (2)".

In each sub-forum, three to four scholars reported papers and made comments to each other. The discussion time of each paper was not less than 30 minutes, and they gained the latest research results in the field of international economics in the in-depth exchange. The conference attracted a large number of outstanding scholars from home and abroad. The sharers, reviewers, and audiences are well prepared and rigorous in their academic studies, which fully builds a solid bridge of communication between teachers and students, and achieves full communication between the two sides, exchanging what they have, and jointly stimulating academic ideas. With excellent presentations and in-depth discussions, the conference came to a successful conclusion.

At this conference, experts and scholars from different fields made detailed explanations and introductions to the major practical issues and academic frontier issues in the current national industrial policy, international trade and international finance, which broadened the participants' research horizons and promoted academic exchanges among research talents in the field of international economy in universities across the country. It is of great help to improve the scientific research and academic ability of teachers and students. BNUBS will also continue to devote itself to improving the teaching level of world economy and international trade and strengthening the training of high-end talents in the future.
